I think it means something like 'dimestore cowboy' but in regard to cars and such since metalflake paint is used on cars. (which I'm sure you knew) Reminds me of midnight cowboy, actually.

This guy asked something about street racing and people were immediately thinking he was a "Fast and Furious" type. He threw it out as an insult, but I thought it had a nice ring to it. I'm quite certain I've seen lacquered and pinstriped pith helmets before, so maybe a metalflake cowboy hat isn't too much of a stretch.
